NEN 3140 is a standard (not a legal certification) that prescribes how to work safely on and around electrical installations. There is no official exam recognized by the government or by NEN, but the Dutch Working Conditions Act (Arbowet) requires employers to ensure employees are sufficiently competent. Therefore, ELCONY organizes NEN 3140 courses and conducts an exam afterwards, testing participants’ knowledge and skills. This allows employers to demonstrate compliance with the Arbowet and that employees work safely with electrical installations.
